Doesn't help in the slightest. There's 100 of them like that. Some you can get through, some you can't. Some you get at from above. Some you get through from below. Some are only open during specific missions or stories. Some never open at all.
Like I said, it depends entirely on which roof your are talking about, and sometimes even then it depends on when you are talking about it. Some of them are open for multiple missions, some not at all.
You'll be asking this question about every rooftop hatch and normal looking door in the game, they all function different. Some are just decorative, some can be smashed, some can be lock picked and others are story related.
Even the regular doors are going to drive you crazy eventually, many look like they can be opened but can't, or you have to find a way to their backside to unbolt them before they open in either direction
I believe there are also wooden hatches in Slums, some are open, I believe some are viral spawn points.
