some mother boards might still , have a small pizo-electric quartz tiny speaker .
it would be unusual if the a sound stream got re-directed to it .
can you confirm your mother board has No pizo-electric quartz speaker ?

It is strange that you say only DL is doing it, but sill.
..it's not the power supply, is it?
put it in your Steam Profile Artwork so we can Go their in DL and and
a listen .
Right now , i am at gas station Taurus , safe area .
plenty of neon lights and at night , plenty of UV lamps .
motherboards might have a speaker , for BIOS beep codes .
main system Power Supply is a switching Power supply .
motherboard also has a switching power supply .
video cards use switching power supply .
All that has potential to produce noise in audio
and unwanted oscillation ,
such as coil or cap whine
in any of those 3 pieces , for any particular situation .
if you are using head phones ,
do you still hear the buzz from inside your case ?
with the headphones set a side and muted on the
headset itself . or better yet ,
in Game menu Mute game audio .
Does the buzz still occur while Game audio is muted ?
That's 2 questions there .
