could be awesome... starting out only as a torso crawling through the sewers consuming rats and waste until finding a pair of legs that fits then walking the streets eating enough fresh brain until becoming inteligent supermutant with tentacles. why not ?

id fine it more as in you can gain your XP still for the Zombie but more like if like every human else is super strong and your new to it an single player aspect could do good like you can only gain so much for an singileplayer campaign and need to do MP as say you eat them and absorb there strength or stuff in an sense as XP to evolvve more and more. so it evens out
