But I wouldn't worry if I were you about the current temps you're getting. Think it was higher than 70 which would be a problem for your CPU, and I've seen my FX6300 hit 206 C under full load with a stock cooler due to an error on my part (and it's still fine), which leads me to this potential fix/question, did you reapply thermal paste when you reseated your current cooler on the new CPU?
Apparently that wasnt as much the case during his purchase of the 1070 to go with such a poor CPU.
after i upgraded to 4690k my self i got frames to pretty much 100-120 :D

so yeah you should upgrade CPU instead of GPU :I at least in the future
P.S: I find it ridiculous that this game still has optimization issues compared to a well rounded 2005 game that's already been reincarnated, and it still runs 120 fps NO PROBLEM.
playing at lower resolutions the game will depend more on the CPU there is your bottleneck. with that gtx 1070 being a beast your good but maybe a cpu issue holding back the power of the GPU
