That is true. The Hard and Nightmare mode has decreased chance of finding Purple / Orange tier weapons, in order to compensate for the chance of finding gold tier weapons.
So for the most effective way of Orange tier weapon farming, Normal mode would be the best.
Edit:
As a side note, in The Following, the first hunting tower you see, has a chest which contains Orange tier weapons 100% the time, these become Purple if you open the chest on Hard or Nightmare mode, so the rarity from loot seems to be downgraded.
The plus side is that You can effortlessly switch the difficulty back and forth, thereby increasing your odds of higher tier drops that still scale to your level. It's one legit optional method among others. As BladeMaster would tell you, farming Bozak Horde for dockets is a good one also.

I practically gave up on trying to pick locks of police vans, very hard chests, or GRE quarantine chests; most of what I get is blue and green weapons (immediately dismantled for metal), and the occasional purple weapon (sold).
The only way I'm getting legendary orange weapons on nightmare is through vendors, and you'd have to wait for couple of days cycles in-game for them to be replenished.
Something to add, you probably know it but in case you didn't, you can sleep to quickly restock their shops. I'm personally not into vendor farming, but the best location I know would be the one vendor near storage and bed in Brecken's Tower.
There's another one with similar scenario in Old Town's Ember's Tower, however I'm having a bit weaker performance on my PC there, so I chose to go with the Brecken's Tower one.

If not, you should try them out, Gemly gives you skins, weapon modifications. Well, it gives you codes you can redeem at Dockets Dying Light. Also, if you'll search around the internet you'll find docket codes that will give you "premium dockets" in-game and when you'll redeem at quartermasters, you'll get gold-tier weapons. (I got 3 Gold-tier Premium Egyptian Khopeshes and 6 Gold-tier Premium Double-bit Axes)

I'm not into vendor farming of sleep/check inventory/sleep/check again...
I roam the land going about my day (or night :) but I make it a habit of visiting all vendors on my way to say hi check their inventory :).
Although not a rule of thumb, but I have found that the 2 vendors in the project buildings (near Karim's tower) usually have some nicer weapons.

To be honest, and in my humble opinion, I believe gold weapons are a bit overrated compared to orange legendary ones. The damage gap is not that high (+60-90 pts), 1 extra repair slot, and 5-10 extra durability.
Have some 8-10 orange weapons as backup in your stash and you won't need gold ones, even if they can be easily procured with dockets.
Yeah but since I'm playing on nightmare, it's a nightmare to find any legendary weapons so I go with gold ones which are (apparently) easier to get and are better.
Heh, I remember when I found my first gold-tier weapon. I don't remember the name but it was a two handed "hammer". It didn't have any repair slots and it was weaker than my legendary one handed weapon I had.
But uh...that was a...cracked version of the game...but that doesn't matter now since I bought it.
Looks like you've found a Skullmace, I think that's the one fitting it most. Skullmace is special 'fantasy' tier weapon, it can't be crafted or repaired. Most of the gold tier weapons can be crafted or repaired. There are few types of special fantasy weapons that can't be crafted or upgraded, looks like it's because of their special skin.
