As of the Harran Military Rifle, you can try using VPN for it.
No that's not what I mean. You don't need to add the DLC via "ADD A GAME..." or something, you should get around 460mb free update, it'll download the DLC as a patch.
As of the Harran Military Weapon, I don't know. From what I see you must receive a free Steam key from third party website and activate it via "ADD A GAME...", but you should be able to get key via VPN.

This means that you either own Dying Light from long ago, or bought version of Dying Light that was bought long ago, before Techland bundled it so whoever buys Dying Light receives all the DLC for free. People who own Dying Light from long ago before EE/Following release when Techland bundled it, has to either purchase sesaon pass or The Following, these people won't get The Following for free.
Enhanced Edition is name of free patch, it's not DLC or version of game, everyone has it.
