Engraved shotguns and these aren't DLC based as far as I know, so I don't see why you put it with DLC, or maybe I misread something.
As of airdrops, as far as I know there are no airdrops in Old Town, I mean the plane won't fly and drop these like it did in Slums, at certain point of story airdrops will stop being dropped. As of Old Town, you can still find them in certain areas where they respawn, I haven't paid much attention how long does it take for them to respawn, but it certainly doesn't happen by restarting game. Also many events won't be reset by simply restarting the game, you have to stay away and do something else then come back after a while.
As of ammo, IIRC you must be around... 12-14 survivor rank to have vendors start selling pistol/rifle/shotgun ammo. As of SMG ammo, it can only be bought from The Following, though you can still obtain SMG ammo by buying SMG weapons and dropping it.
As of ammo, I forgot to mention that vendors on Hard difficulty won't sell ammo, you must play on either Normal or Nightmare, so make sure you're not on Hard difficulty.
To change difficulty, go to your main menu > Play > Campaign > Select save > Advanced. Make sure you don't have any DLC mission tracked while changing difficulty as doing so will prevent difficulty options to show up in Advanced menu.
As of random events, they should reset, try doing something else and spending few in-game days in Slums instead of Old Town and then come back, also some of these random encounters are based on stroy percentage AFAIK, try to progress story a bit further and make sure you do side missions as well.
Edit: Nevermind, I think you need The Following DLC, I'm still puzzled how you can buy them though.
