Without experience it can be quite hard on a new save though
I read the links through (though I may have missed something) and I didn't see anything that said regular exp (aka non-legend) got buffed during NM, so what am I missing that makes playing NM before you even have the chance to earn legend points have an effect on the speed of a fresh character's progression?
Difficulties only boost Legend experience. Talk is about the experience that goes from Legend skill-tree, gained by a maxed out skill-tree. For example once Agility is maxed out, all experience from agility skills and parkour goes towards Legend, this is the experience that's boosted from Hard and Nightmare.
There's no experience benefit from playing on higher difficulties until you unlock Legend skill-tree, which happens after one of your skill-trees have reached final rank.
