Nope, not really. You're not even close to. You haven't even finished the story, though finishing story means nothing in Dying Light, you've barely finished significant amount of side quests and barely seen mid/end-game.
Your achievements are only 25 of 68 in 30 hours of playtime which is nowhere close to actually beating the game and seeing end-game.
But if you're just bored, then you should just uninstall the game and play something else.
Although, you do whatever you want. By not recommending something I didn't mean you shouldn't, it's of course up to you anyways.
Also to mention, beware of the viruses that trainers may contain, so use it at your own risk.

It depends. There are games where you simply finish the story, and that's it. These nothing much, other than to start new save or NG+ with nothing really much different.
Unlike the games like GTA or Dying Light where you can free roam and explore, play more and learn more about the game. Dying Light isn't the game you just finish story and that's it, because it offers much more stuff than other compared to the other kind of games where you can't free roam after the ending and etc.
If you actually enjoy the game and its gameplay, then you'll have to max out all skill-trees, including Legend which offers 250 levels, now of course some kids will cheat it and reduce their own playtime because they don't enjoy the game enough to play do it legit or they're just lazy, I'm personally not one of these so.
If you truly enjoy the game, you'll want do many other things such as collecting all the gold tier weapons that are better than legendary, finishing the story and all the side missions once again on higher difficulties without rushing, unlock all the achievements, collect and craft some more stuff, collect more weapons and etc.
There's also challenges, bounties and many other things that has to be done.
Oh and of course, kill the zombies, a lot of them because it's fun.
Developers did nothing wrong so, as of graphics I personally don't care, gameplay is more important. Dying Light has a really great graphics compared to many other games, I don't think it needs any better graphics, in my opinion it requires more endgame content.
If you're complaining about the price then I don't know what to say other than it's definitely worth it even at the full price.
You probably bought the game long ago without a season pass, that's why you don't have DLC, and you wouldn't receive The Following for free unless you owned the season pass.
Right now, when you buy the game you'll receive every single DLC including season pass content, The Following and Bozak Horde. Only 3 DLC you won't get will be Gun Psycho, Harran Ranger and Volatile Hunter packs.

There's way to completely refurbish weapons, look at my guide. Also it seems like you didn't play Invasions at all, it's a pretty good way to farm more fantasy tier weapons.
As of parkour, there's plenty, in all maps. If you keep killing yourself that means you're obviously far from beating the game, are you aware of Forward Roll skill and grapplling hook?
As of The Following, yes there's still parkour, maybe not as much as first maps, but driving is awesome.
Don't listen to reviews, I mean it's of course up to you who you'll listen, but mostly reviews are bullcrap, don't let it influence your decisions. Especially reviews that come from 20-60 hours playtime, you should listen to people who played hundreds of hours and only positive ones.
The story that The Following offers is fine, but short. Although it offers huge area to explore and drive around.
I'd tell you it's definitely worth it.
