All WOMEN who give you a Pink Vice card always have their papers in order, so you can green stamp them right away without looking through their papers. The guy who gives you Engineer cards always has his papers in order, you meet him twice. As long as you give each Engineer you meet a card without fail, every Engineer you meet always has their papers in order. The Big Gym guy always has his papers in order.
The cards let you know of certain patterns you can use to exploit the game a little and make your lineup go faster without worry of citations.
On all 3 of my playthroughs there were at least 2 engineers that I gave cards that didn't have all their info correct.
I just wanted to make sure there wasn't someone you could pass the cards to for some special event like *ahem* certain objects...
