Next, make a system for yourself. Always put each document in a certain designated spot, then check everything off in order - whatever order works best for you, just do it the same each time.
Also, if something like the date is expired or the numbers don't match, just stamp denied on their passport and go to the next person. Don't waste time interrogating a person for something they can't correct. This will let you get to more people in a single day.
To stay in the green financially, you'll want to screen 11 or more people a day. Get as many people as you can in the first couple of days when it is really easy and quick to build a nest egg for yourself.
TL;DR
Memorize the issuing cities.
EDIT:
I never had to toggle Heat or Food off. Screen 11 people or more a day (correctly) and you'll never have to make decisions like that.
11 people won't help you much when you have Class-6 or better apartment.
