Interrogate guy with no papers?

I can't figure out how to interrogate the guy with no papers. I tried clicking every combination I could think of, including in inspection mode, until a fax came in telling me I had to interrogate him since he had no papers, and to refer to page 2 of today's bullitin for instructions. Page 2 is of no help, it shows inspection mode, and to click on the two related items to verify discrepencies. I tried clicking on him and the counter, the rules stating he needs a valid passport, entry ticket, etc, the rulebook, literally everything I could click on. What am I missing?

you need to click the rule in your manual and the counter!

I very distinctly recall reading a page in the rulebook that told you quite clearly that you have to select the document he's missing in your rulebook together with the counter in order to interrogate about missing documents.

This game explains itself very, very well, you just have to read the memo carefully.

I tried clicking the requirement for a valid passport in the rulebook, and then clicking on him, and it didn't catch a discrepency. Also tried for entry ticket. I know I'm supposed to click on the rule, but clicking on him afterwards isn't doing anything...what am I missing?

Click on the empty table, instead of the person.

That did it, thanks! Could have sworn I tried that and it did nothing, maybe because the day ended while I was trying to figure it out? My own human error is more likely however, as it worked the second time.

I know this is steam, but I'm playing it on ios and can't select that table in the interrogation screen. I'd post in Reddit but idk how to without any karma. Does anyone know how to get past this please?

Click interrogate and then click the rule regarding the passport in the rulebook and finally tap the bottom of the screen where all the documents are lined up
