No citation playthrough isn't possible. (Spoilers)
Incase people were wondering. I'm giving a heads up that it isn't possible to do a faultless playthrough.

The game forces 2 citations upon you as part of the story.

The first is having to let through Shae the diplomatic envoy and lover to your boss. If you decline her its game over. If you admit her its a citation.

The second is at the very end when red shirt, drug dealer, guy forces you to take his passport.

Even though I had no use for the passport as I wasn't planning on fleeing, you can't decline it, or hand it back. Forcing another citation.

As for the plaques, excellence plaques don't seem to have any reward beyond themselves.

Which is perhaps the message, that being good and legit is its own reward.

Now that I think about it, theres also a third forced citation. Because if you don't refuse the first cipher agent, who for me had correct documents. Then you get the bugged out NO ending glitch, for helping the rebels one time.

Even though, you weren't actually attempting to.

Also if you want to get all the tokens, then citations are also forced upon you.

Shea and Jorgi are the only forced ones i remember but I have to let elisa in....just to get that one guard that can't shoot off my gate.

There's only 1 unavoidable citation and it is quite stupid — the passport confiscation from Jorji Costava.
Mikhail Saratov can have valid or invalid documents. If they are valid and you want be a loyal bureaucrat — just replay the day.
You can deny Shae Piersovska entry without detaining her to get Dimitri pissed, but not pissed enough to fire you.

Actually that "DETAIN" button does usually appear only when the person in question is found to be in possession of a forged document — which by itself is already a crime committed —, wanted for a crime committed previously or is about to commit a crime — by way of attempting unauthorized border crossing or stalling the work of an inspector, refusing to leave after being denied. Shae's papers do not permit her to cross the border but there is no crime in "consulting" the inspector, as long as the papers are authentic. She is willing to leave after you deny her visa.

Dmitry didn't even visit me after I simply denied Shae, so that's not a problem. But I really wish there would be a way of shoving that passport down George's gob.

i agree with perpetusian sin, its impossible beat the game without citations, 1 came fron shae pierovska because if you dont let her pass, your boss came and but you in jail, the second citation came from jorji costava because he gives you his passport dont matters if you want it or not

at the end of the day... this kind of stuff shows you how complex and careful the game really is.... you can't take a single decition without afecting anything else...

yet... there should be a way to avoid at least Jorji's citation.... maybe Jorji's involvement in the game should end when you detain him for the second time, in order to complete the no-citation game... and if what you want is save your family, then let Jorji in anyways, recieve the citation... and then face him again when he gives you the passport...

that's kind of the only not-well-thought thing in the game for me

Did you read my post? You don't get the citation and don't end up in jail if you deny but not detain her.

I get thrown into Jail. I don't know what day Shae is on, but Day 26 is when he shows up and I get thrown in jail.

When you first get forged documents, it's in the very beginning where you don't have the option to scan, just deny. I detained him 3 times - twice for having drugs on him when searched and once for being in the wanted bulletin, he still ended up giving me his passport in the end. It broke my heart

He does come back, and he still gives you his passport.

from what i see, the day won't end unless you process x number of people.
how many was that, i don't know, but i assume all events should trigger before you can do that.
