You can deny Shae Piersovska entry without detaining her to get Dimitri pissed, but not pissed enough to fire you.
Actually that "DETAIN" button does usually appear only when the person in question is found to be in possession of a forged document — which by itself is already a crime committed —, wanted for a crime committed previously or is about to commit a crime — by way of attempting unauthorized border crossing or stalling the work of an inspector, refusing to leave after being denied. Shae's papers do not permit her to cross the border but there is no crime in "consulting" the inspector, as long as the papers are authentic. She is willing to leave after you deny her visa.
yet... there should be a way to avoid at least Jorji's citation.... maybe Jorji's involvement in the game should end when you detain him for the second time, in order to complete the no-citation game... and if what you want is save your family, then let Jorji in anyways, recieve the citation... and then face him again when he gives you the passport...
that's kind of the only not-well-thought thing in the game for me

When you first get forged documents, it's in the very beginning where you don't have the option to scan, just deny. I detained him 3 times - twice for having drugs on him when searched and once for being in the wanted bulletin, he still ended up giving me his passport in the end. It broke my heart
He does come back, and he still gives you his passport.
