If you want to compare it to real life: if you move to a more expensive apartament, it's because it benefits you in some way. You might wanna have some extra space or just live in a better part of the city. You wouldn't move there if the benefits would not be worth the costs. Here in game it doesn't have any benefits, it just generates losses.
I wouldn't necesarily agree with the familly part, after all, you are working to keep them alive, aren't you ? =p
I moved to a Class-7 when EZIC gave me 1000$, but then the Ministry took my money away and I had to move back ~ . But there are no benefits to moving to a better apartment.

It's not that difficult, really. The booth upgrades (especially the quick inspect mode) help a lot, and I also memorized which issuing cities correspond to which countries. If you're still having trouble with money, you can also turn off the heat every other day (with a very slight chance of your family getting sick). There's a whole bunch of other things you could do, but this would require a whole guide to be written.
