I disagree, read spoiler why.
The Order are not peaceful protesters. They murdered a bunch of guards just doing their jobs in the last mission (think about it - Sergio could've been one of them!), and assassinate other targets with no/dubious justification. While they say they are not behind other (similar) terrorist attacks, their pattern of behavior suggests they are lying. They also never bother revealing their intended "bright future" for Arstotska, or what they would do differently from the present government.
Also, as bad as Arstotska life may be, some of the neighboring countries are even worse off (think about what Sergio said, and also the reason you get people from other countries trying to get jobs/asylum in Arstotska in the first place).
I seriously doubt "New Arstotska" would be any better than the last one. At best, they are powrer-hungry dissidents who have a problem not with the system but with their place in it, and will replace one corrupt and secretive government with another (their own). At worse, they are agents for some other equally bad country, and will drench Arstotska in blood.
It's fine and well to protest a corrupt and brutal government, but allying with violent foreign terrorists and saboteurs is NOT the way to do it.
Did you let Shae past? I couldn't the first time because I used the powder on the target first. Few days later, she comes back and I let her through but no mention of Shae from the boss.
The next ending I had was helping the EZIC until the end (did also killed the red guy, just for achievment than reloaded that save and let him survive).

So its impossible to get a good ending with no citations?
