Mismatching photos, fingerprint check
Here's my problem: I get a passport in which the photo doesn't match the subject in question, I interrogate him/her and get an option to do a fingerprint check and it comes back with the same name on the passport. Doesn't that mean that the document is indeed valid and that the excuse the person gave to me (went through surgery, it's an old picture, etc.) is legitimate?

So far whenever I let someone in this condition through after the check I get a warning that photos do not match, what am I missing?

No idea, I do the same as you and it works.

Well for me, I check how plausible the picture is. If it looks somewhat similar I let them through, but if there's a major difference, I don't.

Correlate the output fingerprints with the MOI data

Oh wow, Tapka's right, I actually have to look and check the fingerprints myself. This game doesn't forgive, loving it!

If I see this happening I try not to say anything and stick to the good old rule, "All Documents must be Current" to avoid any confusion and the game should reconise that, its a bit draconian but it does the job

Even if the fingerprints match, keep an eye on the names. If the names are different but they have no known aliases, arrest those punks!

Having this issue aswell. What do you mean by the "MOI Data" Tapka?

This was something I got confused about too at first. When you click the fingerprint button, you get a slip of paper to give to the immigrant and then another paper prints out with the fingerprints and the immigrant's name. What I (and probably a lot of people thought) is that those two pieces of papers are the same. They're actually different, so you have the match the first piece of paper (which the immigrant gives back to you) to the paper which prints out (which is the "MOI Data")

MOI Data being the sheet the dot matrix printer prints out from the Ministry of Infromation database.

If it says the pictures are not correct, you can compare the picture on the ID with the person's actual face (you can also do this with the wanted bulletin).

if confused, I believe you can also re-check a discrepancy in inspection mode after comparing fingerprints: if it says "discrepancy cleared," they're good to go. if it gives you another "discrepancy detected," kick them out.
