December 9th Secret Organization card...

I got a card from the secret organization that has a bunch of holes in it.
It disappears on December 10th, so i'm assuming that it has to be used somehow on December 9th.
Anyone got any ideas?
Cuz I've been replaying December 9th and getting nothing

If you see invalid passport ready to be denied or detained: place encoder card on a passport(align small holes on top with bottom side from stamping area). If passport reads through holes "EZIC" - he\she is an EZIC agent

It's pretty straight-forward, so no need to worry about matching up positions in a screenshot.

If you have it in the right position, lined up with the bottom half of the "stamp here" area, all the little boxes turn yellow.
