I'd ire on the side of caution. If there are any discrepencies that cannot be proven to be legit, throw them out. Its like a real border pass, if someone lies about something, or changes their story, and it can't be proven that the story they changed to is true, then they are lying to a goverenment offical and are not wanted in the country.
Later on, the game introduces a Reason for Denial stamp that must be used every time you want to deny entry. But in order to use the stamp for each entrant, you're forced to interrogate them, thus allowing them to correct themselves.
