No, the ability to mod was removed from the full game. I'm sure it's mentioned in a FAQ on the game's website.

In the FAQs he says if there is a demand he may end up adding modding capability, but for now will leave the demo up so you can still mod and play mods with that. So basically, if you want mods make it known and it's more likely to happen in the future.

I usually like the idea, but the game does have endless mode so that should keep you occupied for a while even after getting the major endings.
