denying Imporians

i am on day 19, during the trade sanctions from Impor. i dont know what to highlight to give a reason for denial, i have tried highlighting the news headline and the impor passport, but that does nothing, probably tried everything else but i just want to find out how to do this correctly without wasting the entire day (ive alreay gotten 3 citations)

open the rule book, under rules you should see, no one allowed from impor, or to that effect, highlight the whole of the paspport and that rule
