it will show a discrepancy, you interrogate him, and then a slip of paper appears that you can stamp a denial on.

This doesn't work for me. I've clicked on the counter, I've clicked on all the rules in the rulebook. Nothing highlights. Has anyone succesfully "highlighted" the counter? What's the trick?
Thanks, Ratchet. I had been trying to do that, but when playing the game within the Steam app, it was impossible. Once I launched the game in a separate window, I could select that button. Go figure.
you click on the inspect/! button on the bottom right (make sure that on the right hand side of the screen you have the rulebook open on the first page.).
click on the rule "entrants must have a valid passport" and then click on the desk in front of the entrant, where they drop their documents (before you drag them into closer view.) it should link up and say "discrepancy detected", and then you can ask for a passport using "interrogate".
the entrant will either a) say "here" and give it to you, or b) you will get an emergency visa slip for denials only, which you stamp the denial on. a) = you accept or deny their given passport and treat it like a normal processing. b) = you deny them (because they do not have a passport) therefore you finish processing them once you have given their denied emergency slip and their other documents back.
