How do i catch "Invalid issuing city"?
I'm beyond pissed at this point. I check over EVERYTHING multiple times, but i get that message more than half the time. How do i catch it?

Here's a wiki link that might better explain http://papersplease.wikia.com/wiki/Issuing_city but considering you have roughly two hours on the game, I'm sure you know how the rule book works, so on and so forth.

The issuing city might be spelled wrong, or not even exist in that country. You could pop open the rule book, go to the country's passport section, and compare the issuing city names. Use the inspection mode and compare the passport's issuing city name to the rule book's issuing city name, and it should tell you if there is a discrepancy between the two or not if you can't personally see a possible spelling error (for example). Issuing Cities are strictly on the passports if that helps. Best of luck.

Once you start looking for it you'll begin to learn which cities are in which countries with a fairly good accuracy. When in doubt, check the book.

In rare cases, you will encounter a city that is not part of any country. Most of the time, the issuing city will be from another country. Sometimes it gets tricky, correct issuing city, but the spelling is off by a letter or two. You will get used to it eventually. During my first few hours with the game, I always check the rule book for issuing cities if I can't see any other errors.

During the first few days, before the rule that you need a reason for denials is active, don't bother checking for discrepancies. Saves you time! Have fun!
