Report a translation problem
The issuing city might be spelled wrong, or not even exist in that country. You could pop open the rule book, go to the country's passport section, and compare the issuing city names. Use the inspection mode and compare the passport's issuing city name to the rule book's issuing city name, and it should tell you if there is a discrepancy between the two or not if you can't personally see a possible spelling error (for example). Issuing Cities are strictly on the passports if that helps. Best of luck.
During the first few days, before the rule that you need a reason for denials is active, don't bother checking for discrepancies. Saves you time! Have fun!
