It's not the greatest game of all time, it's a very good game and so all but the best game ever no.
It has me in it, therefore it is the best game of all time.

Great game, possible in the top 5 of best indie games, but there are games like Red Dead Redemption or To The Moon (another indie) that are quite better

it will take some time, but i wonder which really "great" games will still be relevant in twenty years. for me, papers please has created the most human story in gaming, completely free of the high fantasy that plagues so many games, and has connected it to a very engaging mechanic that is utterly unique and really highlights the possibilites of the medium. when i play papers please, i don't ask myself whether or not this could've been told better as a film or novel. somehow the act of being a bureaucrat is perfectly suited to depiction in gaming, whethereas so many other games are essentially trying to be films (and failing laughably).

It is good, as a story piece and as a piece of fiction and an interesting commentary, but as a "game", it falls short.
