Is Vince Lestrade guilty or innocent?

no, he's guilty. if you associate the headline on the newspaper and his passport, you can easily interrogate him.
It is never revealed whether Vince Lestrade is actually guilty or not. Upon interrogation, he says, "Look, I did not kill her. I was set up. Do not believe the Republian lies", but there is no information that either proves nor disproves this claim. The last you hear of him is in the next day's newspaper, where he has either been apprehended or spotted in Arstotzka. Ultimately, he is not your problem and whatever happens to him is irrelevant to your job as border inspector.

When i let him through i didnt get a Citation so i think he wasnt guilty
I detained him and on the next day the paper said: "Lestarde looks very guilty now"

You don't get a citation because you are not yet required to detain wanted people.

But it does say you're authorised to detain people from this day, hence why you get Lestrade. I just thought i didnt get a citation for allowing him in because his papers were all in order.
Depends how closely he's based on Oscar Pistorious.

personally i beleive that thats to show how censored this world is which fits the soviet theme well

I didn’t get the impression there was more that needed explaining. It hints at lots of things but doesn’t spoon feed:

I prefer it this way because it fosters imagination.
I need an answer for this, if anything, and if you didn't know there's another Lucas Pope game in wich you manage the Republian diary, and Republia tells you what to, or what to not publish.

Republia lies. But how can we know if Lestrade was telling the truth?
