There's nothing to do with the cards, but it should be noted that the prostitutes always have their paperwork in order. If someone slips you that card, you can immediately and safely approve them.

Who said noting would happen? The Woman who give you the card about Ludum Dari will be found dead in Day 7 on the newspaper if you approve/deny him.

well technically it has nothing to do with the inspector (except ..... our consciences, then again the same thing could be said about the crayon drawing or the niece ..... do note that 100 bonus - 40 adoption = 60 BUT you still have to fed her and she might get sick if you didnt take full care of the bills ..... and then again ..... you could also let your family go on without food for a day and without heating n the other ..... still feeling good about that? lol )
