need help about 32 bit legacy

story : I gifted Papers, Please to a friend who uses a 32 bit laptop. I remember reading that the minimum system requirement was increased to 64 bit due to the engine update but now I can't find it. after gifting it to my friend she told me the install button is gray, she is a stranger to steam and i searched for her. and I told her to select 32 bit legacy from betas but still button was greyed out.

question : is there a way to play the old, 32-bit version? Is there an interface button or something we missed? because i am far from she and i am using 64bit so i can't simulate the problem on my own pc
