Exposition and a minor plot arc that gets resolved by the end of the first week. Also to make your desk cluttered.

It's not possible.
actually, they are one of the most convenient things a character can give. The owner of the brothel always makes sure his girl's paperwork is up too par so if you see the card, send them through.

This, its pretty much an instant approved.
Dont think I can remember anytime where their papers where fake/invaild.
