Major Bug on Day 3?
A person came up to thewindow with no documents. Nothing I do makes him leave. The booth closed but I can't leave. Is this a known bug?

took me 15 mins to figure out....
bring out the rule book..flip to the basic regulations
bottom right highlight..click the require passport..click the guys face
it should say detected
click the bottom mic

Inspector, one of the rules for Entry to Glorious Arstotzka is that all entrants must have a Passport. If Entrant lacks a passport, or any other required documents, call out the descrepancy and send them on their way.

It's not a bug. It's a deliberate feature to teach you how to deal with entrants who do not provide a passport. As AzN_devil explains above, you must open the rule book and turn to Basic Rules. Then, using inspection mode, highlight both "Entrant must have a passport" and the counter in front of the entrant. This will allow you to interrogate him and send him on his way.

I would like to add that these instructions could be found on page 2 of the official bulletin that you found on your desk at the start of the day. It is very important that you read these bulletins carefully since they contain very important information that you will need to remember to perform your job.

Thanks all.

I read the bulletin instructions and understood them. However, having to actually click on the "require documents" then click the guys face, etc. sounds like either (a) a terrible interface decision or (b) a deliberate and totally failed attempt to be "clever" and make it a "puzzle"

If this is what I can expect for the rest of the game then I think I'd like a refund.

No, don't click on him or his face, click on the rulebook's stated basic rules (specifically that which is offended), then click on your desk, in inspection mode. I don't think this feature is as absurd as you may think it is, after all, someone who denies you something would always have to state the rule on which this decision was made in real life bureaucracy.

In fact, until later in the game, you don't actually HAVE to go into Inspection Mode and point out the discrepancy. You can just deny their passport and send them away without saying a single word to them.

How is having to click on the contradicting parts of the screen "a terrible interface decision"? It's the equivalent of using your index fingers to indicate the two conflicting pieces of information. Did you think the game would do this automatically for you, or does it require too much effort?

If you read back to my OP the problem was he didn't present ANY papers, just walked up.

There was no way to "send them away".

Unless at some point the game has an "anyone can walk in free without papers Day" then this scenario was just plain stupid.

To be fair, most people tend to get stuck on Day 3 because the missing passport completely throws the player off and it's not obvious enough what to do in this new situation. Unfortunately, it is a matter of life that some travellers will forget to bring all their documents with them, including their own passport, which is a problem when you need them to bring one so that you can stamp it to deny them.

Nevertheless, the second page of the day's bulletin does explicitly tell you that "Missing documents can be correlated by highlighting counter and pertinent entry in rule book." In this case, the pertinent entry in the rule book is "Entrant must have a passport". Of course, with so many things to remember in this game, it's easy to forget what to do here. The game will also print out a hint slip if you close the shutters, promting you to enter inspect mode and to review page 2 of the bulletin - in my opinion, this should be changed so that it happens automatically after a set period of time.

This scenario will come up again, but rarely. I don't think there are any other scenarios that are as nonintuitive as this one. Just make sure you read the bulletins front-to-back and you'll be fine.
