It means the same thing. Whenever someone says a "native" they are just referring to an Arstotzkan.

No problem! It's important to make sure you always check all documents and then confiscate the passport regardless of discrepancies. Even if the entrant is detained, you must still confiscate the passport before selecting detention.

is simple, when they say "native" is refering to all arstotzkan citizens and when they "foreigners" they refer to all non-arstotzkan citizens
