- Create an order for yourself and stick to it. Check the papers in the same way every time.
- Arrange your papers in such a way where none of them completely overlap each other, so you can find what you need without having to rearrange them.
- Memorize the spellings of the city names. You don't totally need to remember which cities go with which countries; it's a huge help just to know whether what they have is a real city. Saying them out loud to yourself might help this; misspellings will sound "wrong" that way.
- It's okay to make some mistakes. You're allowed two free penalties per day; I often don't check whether the issuing city matches the country but the citations I get are of no consequence.
- Once you start having to check purpose and duration of visit, check a few things WHILE the conversation is happening, not after. Listen to the sound effects to tell when you should look over to make sure what they say checks out.
- If you're really struggling, you can alternate between food and heat and no one will die.
