Issueing city
Why do I get citations issueing cities when I'm not even capeable of checking those?

You can see which issuing cities are valid by checking your rulebook.

Check the passport's nationality (Kolechia, Obristan etc.) Open the rulebook and go to the map. Click on the nation the passport says (Kolechia, Obristan etc.) and check the cities.Inspect the passport's issuing city with the cities of the nation. Hope I helped.:steamhappy:
