Papers, Please is primarily controlled by the mouse. You move the cursor around the screen and left click to open, close, turn the page, select, or use things. To move an item around the screen, simply left click-and-drag on that object. It's fairly intuitive.

Later on, you will be able to unlock additional shortcuts (tab, spacebar, and right click). You will be told what these keys do when you unlock them.
