Unfortunately, Lucas has since moved onto his next project, Return of the Obra Dinn (he has said in other interviews that he's "lost interest" or "kind of sick of" working on Papers, Please, especially after spending so much time on the iOS port and localisation). When asked about Android on Twitter (@dukope), his usual response is "not sure". So I doubt we'll see this game on Android any time soon.
I don't think pricing would be an issue though, i'd buy it on Android.
Hey, I found very similar game to Papers Please (maybe same!), according to the game news, “Black Border” will be published on mobile platforms, check it out on kickstarter, pre-live :
