What makes it so good is one simple reason: Armor is reliable, Evasion isn't. Armor is a constant reduction to the influx of damage you receive while Evasion is far less consistant armor makes it much easier to estimate the amount of incoming damage and react according to it.
If you have the means to specialize in one defense style effectively, it can be superior to do so and is subject of your personal preferences and your playstyle.

As for Iron Reflexes - I personally prefer having evasion (it's more reliable than the "chance" wording would suggest - completely streakless), but some people swear by this keystone.
