i think if you bring up the social window (one of the buttons on the bottom), you should be able to invite him to your party

The shortcut for the social window is "S". You can play together once both of you reached the first "town". You can party up even before but you'll be in seperate instances. If you can't find your friend in an instance, try ALT+Click on the instance entrance to show the instance manager and find your friends name in there.

After you're in the same party, you should both be able to go into combat zones and be together. You may not go to the same instance of town that they are when you party up but you will when you go outside of it.
