This game needs lower graphic settings.
I don't have a powerful computer but PoE runs at 40 fps which is playable. The problem is when ever a small group of enemies or even summoning skeletons drops the fps to 2 for a good second, once they are loaded it goes back to 40 fps. This is REALLY annoying considering the lowest graphic setting is only "medium".

Dominus is impossible on cruel diffuculty simply because of all the memory needed for unnecessary graphics. The never ending spawn of enemies creates a never ending tax on memory because of the "gore" they leave behind (like the stuff after summoned zombies die, that stuff). The rain alone drops the fps to 25 and I'm forced to fight this final boss with ♥♥♥♥♥♥♥ 10 fps because of all the blown up corpses of the never ending enemies that are there for show.

This game NEEDS lower graphic settings.

"pay to win" pay for expensive hardware, be able to play the game. Sounds pretty unfair. I play several other games and they all have lower graphic settings, why can't PoE?
Because not every game can go really low, some are meant to be powerhouses, try playing bf4 or crysis 3 on a p4 system or something lol (used as an example, not being serious), it is much less of an annoyance to just pay for better hardware and not deal with it than to be cheap and deal with really low fps. If you enjoy gaming and spend a lot of time gaming on your computer, then it is a wise investment to spend money on it and not cheap out, things are only getting more powerful as time goes on.
I think the game could be optimized better in some areas (most maps that have weather effects, and the Dominus encounter in particular). Rain drops my frames from a steady 60 to 40, and there is no objective reason for that. An option to turn off the weather effects would probably be a good compromise, if possible.

This isn't Crysis. The web site even mentions that the goal is to have PoE run on a wide variety of systems, including non-gaming machines. That is true for the most part, too. It just needs a bit optimization or additional graphics options.
Try saying that to all the parties i am in with tons of magic going off every second in combat, it can lag a lot of people.

This video of this build for example, i saw somebody say with this build they have a large chance of making other players crash, it's pretty awesome though and if i was rich in gear/currency i would get the gear needed for the build lol.

I have a 7950 amd gpu and I also have issues with certain spells, wierdly heavy strike cuase a dip in fps for a very breif time, also it affects ping and that is odd, the skele shrine can cuase issues too. I have 8 gb of sytem memory and 3gm of video memory. I had to remove heavy strike and use dbl strike to avoid graphical anomolies ans a slight desynch accourding to the ping counter. Dominus tend to cause a crash just loading into the fight, not every time but it does happen. I have built computers for others and other than issues like cetrain spells cuase mild desynch I know that a ultra cheap 7750 running just of the pcie for power can play this game all the way on max, perhaps it does need opimization or bug fixes but you should at least stick a decent gpu in your computer. The 7750 is a weak card and plays this game on max, it cost around 70$. my 280$ card plays it no betrter than a 70$ card. I built an entire sytem for under 390$ for a freind and he has the same but not more issues than I do.
You can try to lower the graphics even more so the game looks ugly like mincraft.
Here is how you can do it:

Go to my documents/My Games/ Path of Exile/

And there you can edit the production_config.ini

Find the Texture_quality=X

The bigger number the lower the graphics (4 looks ugly, 7 looks even worse than mincraft xD)

I've had a little bit of a delay on this game at times, but that's not graphics related. I can run this game fine on the "cheap" Intel integrated graphics. RAM (only 4 GB) or my processor (roughly 2000 CPS) are probably the only issue with this game currently.

Fps has nothing to do with your internet connection. If you're playing in a window, try fullscreen and see if it helps (DirectX performs better in fullscreen), but the main issues are the weather effects, at least on my system. I run the game at 60 fps everywhere, and as soon as there is a whether effect, the fps drop by twenty. Minions don't impact my fps at all.

You probably have shadows turned off, too? In some areas even the low shadows (which are still real time shadows) drop the fps noticeably.

Also, running around a lot on weather or other effect-rich maps makes fps drops more noticeable. On my newest dual claws build, Dominus was a smooth experience because little kiting was necessary, and I could face-tank him and the mini bosses in an area of the screen where no sky (swirling clouds) was visible.

Well I don't know what to say but after watching the graphs while playing I get huge fps drops and sometimes huge ping spikes. Whenever stuff loads it drops my fps to 0 for a second and then stays around 3 fps for a couple seconds until everything is apparently loaded and goes back to normal. I'll literally open a door to a room and the game freezes for a second and in the next 2 seconds of 3 fps i die. If I happen to live everything goes back to normal with the exception of other mobs being loaded in dropping the fps a little.

I played a map with the graphics set to 5 and there was absolutly no change in this behaviour. it has to be something with my internet and the servers.

I am assuming you at least meet these requirements?
Laptops are not PoE friendly.
Try turning off shadows. That usually helps and this game seems to be big on them. That said though, I often only get like 30 fps in most games, and some issues here and there, sometimes having to turn stuff down to medium, but with PoE I get steady 60fps. I think it's time for a hardware upgrade!
I set the launch options with -dxlevel 80 and the one the forces it into bilinear and I now have about 60 to 70 FPS but I still have issues with the FPS dropping to 0. This HAS to be internet related.
