How does Blacksmith's Whetstone work?

I tried to sharpen the scepter (rare) and physical damage increased from 7-10 to 7-11, and then I used it few more times (Blacksmith's Whetstone), and the percentage of quality goes up, but the damage of the scepter remains the same. What am I doing wrong?

depends on the damage multiplier of the weapon (aka. 130% more Physical Damage) etc... I noticed that on certain weapons (and armor) that the modifiers make the jump in quality dmg more noticeable... hope that helps.

I think it's increasing in increments of % not every time you upgrade.

The amount of quality determines how much the damage or defense properties of an item are improved. Since you have a low level item (meaning low amounts of damage), a 1% bonus will not visually show an improvement, but the damage has increased, albeit a small amount. The effects of quality are much more noticable and greater at higher levels of course.
