Does his spawn rate still tied to the character level or is it sheer luck ?

There's not really enough data out there to tell. I killed him a couple weeks ago at level 6 cycling through 3 characters.

Its random but level 8 seems to be the average.

isnt it guaranteed when you're lv 7?

It’s never guaranteed. I believe it was lvl 3-4 before he even has a chance to spawn. And once you’re past that level it’s just RNG. I typically get him around lvl 6-8. I think the longest it took me was around the beginning of lvl 8
