How to get Tempest Shield?

I checked on the wiki that you can get it as a quest reward after you kill Brutus but I already passed that quest and I have no clue where to get it

it's a quest reward for witches and templars in normal the chaged brute
Quest reward for the duelist and marauder for act 3 quest lost in love
For the ranger from enemy at the gate in cruel.

you can also have it drop from just about anything randomly and also have a chance to get them from gem specific lock boxes, and you can trade for one.

Oh I see also is there a way to have a new game plus of some sort so I can do the quest again?

Keep grinding you'll eventually run into it again, or ask in global chat.

Essentially, you have 3 possibilities:
a) Trade for it - should be rather cheap
b) wait for it to drop
c) make an alternative character, kill brutus and put the gem in the shared stash... if you're fast, this might take 15 minutes, maybe less

Making an alt to grab one will probably be your best bet, shouldn't take more than a few hours at most.

If you are going to play the game for any length of time you'll want a few alts on the go that have skipped the rewards for most/all quests...reason being they add new gems and most of the time they are added to quest rewards...if you have an alt that can grab any quest reward you get the new gem ASAP and can use it or sell it for an inflated price.
