PoE - Automated Patch note site

So in anticipation of PoE2, I decided to make an automated Patch Note scraper which can be searched in a bit more fast paced way. There will be more developments later, but this version will at least update the notes in max. 15 minutes delay when there's a new development.

It still shows all patch notes of a patch for matching any patch note of that patch, so is far less convenient. (It does highlight the match though, so little win) That or I should clean some caches or so

Another note: while local time is assumed if no offset is shown, it'd be nice for copy pasting to have either the offset present or (preferably) have it be in utc
