Orb of Chance - There is a very small chance of upgrading a Normal item into a unique of the same base type when using an Orb of Chance. For example if you want the Andvarius unique ring then you should use an Orb of Chance on a Gold Ring of Normal rarity. Exact success rates for Orbs of Chance are unknown.
It also says.. Drop Rate - The actual drop rates of unique items are unknown to us. The only info we have to go on is:

Stratified the drop rates of Unique items so that some of them are more common (especially build-enabling ones), and powerful ones are still extremely rare.
The drop rates of Unique items are no longer proportional to their item type. A common Unique ring is now as likely to drop as a common Unique weapon.
so i dont think there is actually a way to find it out.
Now outdated but gives you a rough idea, some uniques are harder to roll than others and some are only obtainable on base items from high end maps, think it's tied to the item level of the gear.
Some uniques are more unlikely to be obtained by chancing.
Drop rates are different from chancing items.
I think this is not true. You have a much higher chance to get Infernal Mantle than Shav's when using a Orb of Chance. Same with iron rings, you will statstically see more Black Heart Rings chanced than Le Heup of Alls, etc etc
Seconded. I've done around 50 Chance Orbs on a Siege Axe (you know what I'm after), have nothing to show for it. At the moment, I'm getting more Chance Orb drops than I'm getting white Siege Axes......
