It's all RNG based,so you can't really farm them.

Though you can buy them from vendors,Greust will sell you a Whetstone for 3 Scraps and a Scrap for 1 Whetstone.

Well... if you don't already pick up quality items to turn them into whetstones, here are the trade-rules:
- Single item with 20% quality of the correct category OR
- combined 40% quality of the same category within a single trade
will give you 1 scrap/whetstone [item category is determined in the same way as you'd use them]. As inventory is to be managed, think about a value of quality per slot it costs you to store/carry as a minimum pickup value for this, e.g. 2.5%/slot, so a 4-slot item would need to be at least 10% quality to be worth storing.

The only places to actually try and "farm" for them, are the regular farming places ie merci ledge, docks, fellshrine, lunaris etc. And hoping that some drop.

There is no guarenteed way to farm them with any efficieny or predicatbility. As Driver said, the recipes of a 20% item or group of items adding up to 40% (Within same item type. E.G All weapons adding to 40%) is a good way to try and get them. Otherwise you might just have to farm an area like the Docks and just hope you get some drops. At the very least you'll have a possibility of a lot of other drops.
