Report a translation problem
From experience, unique item drops are extremely random. I've had occasions where a unique drops from Hillock in a race, and sometimes, I'd go for days without finding one. The way I go about it, never expect a unique to drop and/or don't go purposely finding them. They will just drop on their own.
which is making so many blues drop they are hard to pick up.

Let's assume a 1% chance for a unique (per drop or minute or however you measure it... it's just to show you something). Say - and this is a very fair assumption - that there's no thing increasing your unique chance because you haven't found one lately. So the probability stays the same over time/probes. Then you'll have a binomial distribution. And this calculates to around 63% chance for a person that has the chance 100 times to have found one or more of them, meaning 37% to have not gotten one. Although you'd initially think that with 1% and 100 draws you should have gotten one. Theoretically you can go without uniques for your lifetime, but accumulated, after 300 probes you'd have a 95% to have gotten one or more uniques... or 5% chance to not have gotten any.
I often don't find too many uniques on a playthrough either. And then I get 3 in the second half of the first act of cruel... it's "random" (or rather pseudorandom).
What would lead you to this assumption?
I have a stack of maybe 20 uniques in my inv that i havent been able to sell at all for weeks in trade, sometimes i even vendored some uniques
New leagues that started in october last year my first character got several uniques whilst leveling including three exalts
Second character had zero until after reaching merciless end game and farming(zero exalts)
I wouldn't expect many with just random farming of docks you'll get more if you do boss runs (piety/dom) and grouping
And at level 31 it's down to pure luck even with some IIR/IIQ...i do know the upped the drop rates from end level bosses from cruel piety and up though
This game isn't for you. FYI 13 IIQ 65 IIR are nothing.
