can i respec after im done with story or im max level?

You just need orbs of regret to respec points, but there is no full respec available.

how to get orbs of regret and does that mean that I can never reset my skills completely? so do i have to play a new character if i want to drastically change my build?

Orbs of Regret drop and you can buy Orbs of Regret from the vendors. Depending on how many points you want to respec it may take some time.

This game has a steep learning curve and I wouldn't expect your first character to be a great success. The game demands a lot of your time and is not casual friendly.

In a game with as many build options as Poe, I think it only makes sense to make it easy if you want to redistribute your skill points. I had watched a youtube video that said if you want to completely redistribute your skill tree that you should rather level up a new character, but if that's really the case
I'm done with the game. leveling is really no fun for me in poe and the story doesn't interest me either, I was more looking forward to endgame content.
I'm at the point of respec-ing right now... lvl 75

its a grind to find over 50 regret orbs to change
big mistakes or if you have a change of mind on
a skill tree...

to buy regret orbs requires scouring orbs and
if you want to buy scouring orbs you need other
orbs... and so on.. all grind grind grind...

if i was lvl 20... start again might be a option...

currently i need around 25 more changes... so i
have to make this work while i grind and grind and grind....

I was lvl 60 or so when I last played a few months ago I just wanted to respec when I hit the max level but I remember I was struggling when I last played so I probably need to respec sooner. I'll give the game another chance and see how bad the grind gets to reskill, but I think it's a shame that they make it so difficult to experiment in a game where there are so many options.

You can just use enough orbs of regret to respec the entire thing. It costs less than half an ex in the worst case (if you need to respec that and the subclass passives completely). Which is far less than some item upgrades / exchanges cost to respec (reasonable good endgame chest is probably like 20 ex (6L, good mods, best in slot corruption; not perfectly rolled stats though); somewhat acceptable endgame 2-4 ex (6L with good mods) for comparison). That is if your respec is even that intense and not just some dozen or two dozen points, which you can easily farm yourself or might even have at that point.

(If you're at max level, you should be able to farm the currency for the regrets in less than an hour, while a new character would take dozens of those - new characters aren't always the best choice that is, if your build can do some basic stuff, you can farm, if it's broken that's another thing)

The UX of a complete respec is horrible though, clicking a hundred regret orbs to use, then clicking a hundred nodes on the tree to un-spec.

I've just started playing again now and I can completely reset my passive skills so I've been looking for some builds but I can't figure out these builds. it's really annoying I just don't know what to do.

can you recommend any builds for a beginner who knows nothing about the game? i'm playing ranger i'm level 59 rn

i dont know what ex or 6L is :D
ex is established as a relative value in the post, the 6L is there to describe something for other players, as "reasonable good" etc is subjective. Should make sense to your regardless.

If you're keen on keeping that character, I'd say look into Tornado Shot builds, find one that is readable to you.

If you aren't ruling out other characters, I've tried the following in this Patch and found them good, albeit with different strengths.
Seismic Trap - Shadow (requires basically no gear to get started)
Skeleton Mages - Witch (has a unique jewel that enables this build / is required)
Righteous Fire - Templar (more for AoE then bossing, if you don't want to mass-consume flasks this starts working rather late in the campaign, otherwise you can use it in act 2 already)

The mindset that people should be able to freely move their points around in an RPG is one of the most disappointing trends in modern gaming. There's no point in having deep customization options if there is no commitment to them, the entire genre is meant to be about meaningful decisions as you level your character. Games like D3 or WoW aren't even "RPGs" at this point, they are garbage adventure games.

Respecing in PoE is already too easy IMO, but it's in a better place than most other games which is one of the reasons I play it so much. Making a new character when something doesn't work out or when you have a better is idea is the driving force of replayability.

Bit of advice, Tornado Shot is a pretty awful skill to start with. At low investment and or mediocre gear levels it's really quite bad, it only becomes great at clearing when geared extremely well.

I also wouldn't use any builds from that source, their builds are intentionally bad until you get perfect expensive gear and they deal in real money trading on their website so you can "conveniently" buy the currency to buy the gear needed to make their builds work (which is obviously against the rules). It's all a scam to make them money.
