why doesnt cast when damage taken work for warlords mark?

i have a level 1 cast when damage is taken and warlords mark doesnt proc it, , it worked in earlier versions of the game???

Have you checked that WM's level requirement is below (or equal to, I believe) the maximum specified by your CWDT gem? You may need to use a lower-level Warlord's Mark.
