No...he dose not, assuming you are playing a soft core league the fight dose not reset and his helath dose not regenerate...you can lemming zerg him if you don't mind dying, and when you die and choose to spawn at the last check point you spawn right at the entrance to the boss room

According to the announcments post today, act 4 will be next year.
Many bosses regenerate their health but not him, so we found him a weakness !
So I will make his health lower and lower and die 50 times until I get him ? Isnt it a bit...boring ?
Actualy, almost every single boss in the game outside of maps don't regenerate thier health, the only ones that reset are the bandits and they technicaly don't regenerate, and hillock who regenerates some health when he hits the second phase, thats only when he draws the sword though.
Rogue exiles and rare monsters are not "bosses" .
Lightning phase:
- watch out for the fist of god --> get away when he drops the audio-clue or raises his fist
- kite the suiciders if he uses them
- move semi-circular around him when he uses his lightning stream, might want to just block it with obstacles and wait
- watch out for shocked ground, if you stand in that you'll take more damage
- try to hit him each ~4 seconds at least, else you risk his shield regenerating (you might have a few seconds more, dunno, but you may miss etc...)
Ascended:
- Stay inside the bubble
- Get a bleeding-removal flask and watch your bleeding status (don't move too much while bleeding)
- watch out for the double-machine-gun-enemies, take them out because when they're alive you shouldn't be standing still
The first form, it's the hardest, but after dying 10 times, I got him :)
I found how to do :
1/ attack, flee, attack, flee (I use whirling blades + life leech ).
2/ then I die, but his life is a little lower.
3/ go to 1/ until he dies
Actually, Dominus is not hard to kill, you just need to find the way (escape attacks + life leech).
