Is dual wielding good for a Duelist?

My first character. I manage to kill most non-boss things in a few seconds, and the special warband guys in around 20 seconds. I just started act 2 as well

I just finished act 2 and I've been doing just fine as a duelist with 2 swords. My passives are put into increasing sword damage where I can, most trash mobs die in 1 or 2 hits. I'm playing on normal difficulty.

Dual wielding is good with anyone. Like with any build, it's not really the class that matters but the skill (with support combo) and the stuff you're using.
That said, What ever you do, don't pick the accuracy swords (if you go swords) unless you know what you're doing (like planning to vaal some good HL swords to change the implicit), better choose some other weapon type (like rapiers, which are crit swords, unless you go no crit build).

By the way, until you get to merciless, most builds, even inefficient ones, will work, you'll really see if your build is good only after reaching lv 60-70, before that it's freestyle.
