It's just the fancy way of saying the 4.0.0 update for this game.
That's not how DLC works.
IT's an update to the game.

Otherwise every single update to this game, every single league is a DLC.
And that's blatantly wrong.
A DLC is specifically marketed as DLC.
That's literally as wrong as saying Thy Flesh Consumed was DLC to the original Doom back in 1993. :P

Regardless, DLC by definition cannot be labeled as anything other than DLC.
I suppose you think the expansion pack to Starcraft was DLC. :P
though this Free DLC includes new cosmetics that you have to pay for to unlock. so.. it's Free DLC containing some Paid DLC :D
You're not wrong, but DLC is also ALWAYS advertised as such.
And never can be as big as a giant, huge overhaul update.
meanwhile, over on the 7 Days to Die forum, they call the continuing alpha updates "Free DLC" whenever someone complains that it's still in early access.. haha.

Expansion was what DLC was before DLC was invented. :P
