So why aren't you making up your own build? You can use other builds as templates and substitute some points here for some points there and make it work. Oftentimes builds also reach into other starting areas, meaning you might need only 5 or 6 points at the start to differ, if you find one that reaches into templar.
Duelist: Heavy Melee/Speed/Low Defense
Ranger: Heavy Ranged/Speed/Ranged Crit
Shadow: Melee/Spells/Chaos/Melee Crit
Witch: Heavy Spells/Wands/Spell Crit
Templar: Heavy Elemental/Low Melee/Low Spells
Scion: Hybrid - Moderate of All
There is a sceptre base with +20% elemental damage implicit, which is better than the highest spell damage implicit on wands. You could make great use of that, or even use the penetrating implicit on another nice sceptre base. Note that you may dual-wield, but not mix wands with sceptres this way (as wands are ranged weapons and sceptres are melee).
But if you find a nice rare wand, you can definitely use it until you find something better ;)
Depending on the totem, you may want to get a "+x level to (element) gems" mod on your weapon and use that. There is a vendor recipe for this. A good base together with that stat can be better than a rare weapon or a 4 link chest to use for the skill (you'll be usually limited to 3l in your one-handed weapon).
