Why can't i play this game on Steam?

Hey there, we're sorry about that!

Path of Exile is not available in certain regions on Steam. In those regions, please use the client from www.pathofexile.com or the Garena client if it's a territory that Garena covers (currently Singapore/Malaysia). We are working towards making Path of Exile available in more regions on Steam in the future.

And why wouldn't they, the post you reference is from 2015, you failed to follow the rules of interpreting sources by ignoring the date. In November 2016 that region was merged with the global realm and hence the region block on steam was lifted as well.

Checking the date of a thread thats ontop of the discussion board isnt the first thing I do so yeah.

Yeah, we can't be sure, but the way I see it is, that chances are, that he found the thread by searching for an error message he received.
